Can I use this with the Contacto power door?

You can but you won’t be able to use the hand grip portion of the frame while using the Contacto.

Can I use this with the waterproof housing?

You cannot.

Does this provide weather protection?

The point-and-shoot frame isn’t intended for waterproofing of any kind but it will add general protection from bumps and falls for the MISSION 1.
